New Portal Upload Notification and Notes

We had a client submit a good idea for making it easier to send email notifications to our internal users when uploading files. They would like there to be a pre-populated list of email addresses to select from rather than having to manually type email addresses in. I'm thinking this could be any of the internally assigned users for the portal.
